The James M. Rupp Debate Society at Idaho State University in Pocatello is pleased to invite you to attend the James M. Rupp Debates at Idaho State to be held October 16-19, 2008. We are looking forward to hosting you in Pocatello. Glen Frappier has agreed to run the tab room. The tournament specifics are detailed below:
Lodging & Directions To Campus: The tournament hotel is the Best Western, at 1415 Bench Rd Pocatello, ID 83201. We have a block of double-double rooms reserved there. The room rate is $71 a night plus tax. They offer free high speed internet in all rooms and the lobby, as well as free breakfast, a free shuttle, and 24 hour access to their pool and spa. To make reservations, call the Best Western at (208) 237-7650 and ask for the “ISU Debate” block. The block expires October 1st. The Best Western should be able to accommodate the whole tournament. However, there are several adjacent hotels including the Red Lion 1555 Pocatello Creek Road Pocatello, ID 83201 Tel: 208-233-2200 and The Holiday Inn 1399 BENCH ROAD POCATELLO, ID 83201 Hotel Reservations: 1 877 863 4780.
Directions to the school from the hotels: (This is about a 10 minute drive)
1. Go SOUTH on BENCH RD toward POCATELLO CREEK RD.
2. Turn RIGHT onto POCATELLO CREEK RD.
3. Turn LEFT onto 1-15 Southbound.
4. Exit to the RIGHT on Clark Street.
5. Turn LEFT on 15th Street. Follow 15th Street as it curves around onto campus. 15th turns into Memorial Drive.
6. Turn RIGHT on East Carter. This right is just past the Portneuf Medical Center. Be careful not to turn into the Medical Center access road.
7. Follow East Carter. You will see 6th Ave on the right. The Frazier (Building 1) parking lot is a left turn after 6th and before 5th. Parking is not ticketed on the weekends.

Travel: Pocatello is at the junction of Interstate 15 and I-86 in Southeastern Idaho. http://www.mapquest.com/maps?city=Pocatello&state=ID. Pocatello does have a regional airport (PIH). There is a regional airport in Idaho Falls (45 minutes away) or an International Airport in Salt Lake City (2 and a half hours drive). Salt Lake City offers multiple discount carriers and a wide variety of rental car options. There is also a shuttle service between Salt Lake and Pocatello http://www.saltlakeexpress.com/locations.cfm. The rates can be negotiated for a group. However, if you have multiple travelers, it may be more economical to rent a car. If you do decide to take the shuttle and need transportation to and from the tournament in Pocatello, the Best Western offers shuttles from the hotel to campus. You will need to make arrangements with them.

We are pleased to offer Open, JV, and Novice divisions. If there are insufficient entries, we will collapse divisions. Please make an effort to bring your JV and Novice teams so that this is not necessary. Right now, there is an entry cap of 70 teams total regardless of division. If we reach that number, I will attempt to get additional rooms for debates. However, that cannot be guaranteed.
We are hoping to cover our costs and provide nice hospitality for our friends. The entry fee will be $40 per team to cover janitorial costs and trophies. There will also be a participation fee assessed to each team of $40 to cover lunch and breakfast. The total fee of $80 per team includes 1 judge and 2 debaters. If you have additional observers, they will be assessed at $15 a person.
Judging: Each team must provide 3 rounds of judging per team entered. Hired judges are difficult to come by in SE Idaho. Uncovered judging will be provided by the tournament on the basis of availability. We must know at least 2 weeks in advance if you will be unable to cover your judging commitment. The uncovered judging fee will be $120 a team if we can find some people to drive up from Salt Lake (This will cover gas and $30 a round judging fee). If you would like to judge additional rounds, the tournament will pay $30 a round.

4:30 PM: Round 4
9 PM: Coaches Party. Location to be announced.
SUNDAY, OCTOBER 18
8:00 AM: Light Breakfast, Frazier Hall (3rd Floor), Pairings Released
9:00 AM: Round 5
10:30 AM: Round 6
Lunch & Awards Following Round 6
1:30 PM: Post Elim 1 (1AC Speaks at 2:00)

Monday, OCTOBER 19
8:00 AM: Additional elimination rounds at ISU Student Union, if necessary.
Tournament guidelines:
1. JUDGE PREFERENCING: We will use a preference system for the open division honored until a team is no longer in contention for elimination rounds. We will allow teams to be seen twice by the same judge in preliminary rounds to ensure the highest preferencing.
2. TIME LIMITS: 9-3-6 with 10 minutes of preparation time.
3. THE TOPIC: The 2009-10 CEDA-NDT Resolution.
4. BREAKING TO ELIMS: We will break the upper half of the field up to a maximum of 8 teams (quarterfinals); teams must have a 3-3 or better record to break. The break to elimination rounds will be based on, in order, the following: Win-loss record; Adjusted speaker points (drop high-lows); Total Points; Z score.
5. BREAKING BRACKETS IN ELIMS: We will break brackets in the elimination rounds using the drop down one slot method used by Gary Larson and Rich Edwards.
6. SPEAKER AWARDS: Adjusted speaker points (drop high-lows); Total Speaker points; Z score.
7. TEAM AWARDS: All teams in elimination rounds will receive an award.
8. SPEAKER AWARDS: We will honor the top 10 in Open (more if appropriate), the top 5 in JV and Novice.
9. TOURNAMENT PHILOSOPHY STATEMENTS: Our tournament supports and adheres to the CEDA Anti-Sexual Harassment Policy, and the Bartanen-Hanson Speech Guidelines for courteous behavior.
10. DIVISIONS: Open division is open to anyone. We will use the CEDA definition of junior and novice divisions. If we collapse divisions, we will have JV and Novice breakouts as appropriate.
11. No Mavericks are permitted.
12. Hybrids are permitted. We do not break brackets for hybrids in the elimination rounds.
